The Office of the Executive Chairman of Langtang North Local Government Council, Hon. Pirfa Jingfa Tyem, has observed the growing public discussions surrounding budgetary provisions, government projects, and development initiatives within the Local Government Area.
The Chairman wishes to sincerely appreciate the people of Langtang North for their interest in governance, their commitment to accountability, and their desire to see continuous development across our communities. An informed and engaged citizenry remains an essential pillar of democratic governance.
However, it has become necessary to provide clarification on certain issues that have generated public concern in recent days.
First, the Chairman urges all citizens to verify information before accepting, sharing, or drawing conclusions from claims circulating on social media and other platforms. While every citizen has the constitutional right to ask questions, seek clarification, and participate in governance, conclusions should always be based on facts, context, and accurate interpretation of public records.

We encourage residents to consult official documents and verified sources when seeking information relating to public finances, projects, and government activities.
It is equally important to understand what a budget represents. A budget is a planning and appropriation document. It outlines proposed projects, projected expenditures, anticipated revenues, and developmental priorities for a fiscal period.
The inclusion of a project in a budget does not automatically mean that the project has already been completed, abandoned, or fully funded at the time the budget is published. Projects typically pass through several stages, including planning, procurement, mobilization, implementation, supervision, and eventual completion.
For this reason, caution must be exercised before conclusions are drawn regarding projects contained within current fiscal budgets.
The public should note that several projects recently referenced in public discussions are projects captured under the 2026 fiscal framework and are currently at various stages of implementation. Presenting such projects as though funds were released years ago and the projects abandoned creates a misleading picture that does not accurately reflect the reality on the ground.
For example, the construction of the Supervisory Councillors Office within the Local Government Secretariat is currently ongoing and remains visible to anyone who visits the Secretariat.
Similarly, the procurement process for the solar streetlight initiative has been concluded, and necessary arrangements are underway for shipment, installation, and deployment.
At Zamko Market, work is also progressing. Fencing works are ongoing, while boreholes have already been drilled to support the planned construction of sanitation and toilet facilities aimed at improving hygiene and commercial activities within the market environment.
These are examples of projects that are actively progressing through their implementation stages.
The Chairman therefore encourages residents to distinguish between projects that are proposed, projects that are ongoing, and projects that have been completed. Failure to make this distinction can create unnecessary misunderstandings and inaccurate public perceptions.
For the avoidance of doubt, Hon. Pirfa Jingfa Tyem assumed office as Executive Chairman in October 2024. Consequently, members of the public are encouraged to carefully distinguish between projects, budgets, obligations, and expenditures that predate the current administration and those undertaken during the tenure of the present administration.
The Chairman wishes to reassure the people of Langtang North that his administration remains firmly committed to prudent management of public resources, transparency in governance, and the delivery of impactful projects across all sectors, including education, agriculture, security, water resources, infrastructure, health, youth development, and community advancement.
Since assuming office, the administration has pursued interventions aimed at improving the welfare of the people and laying the foundation for sustainable development throughout the Local Government Area.
The people of Langtang North deserve transparency.
They deserve accountability.
They deserve facts.
And they deserve accurate information.
As part of our commitment to openness and public engagement, the Council will, in the coming days and weeks, commence a series of detailed public updates highlighting ongoing and completed projects across the Local Government Area.
These updates will feature photographs, project locations, implementation status, timelines, and other relevant information to enable citizens to track progress and remain informed about developmental interventions being undertaken by the Council.
We believe that the best way to strengthen public confidence is through facts, evidence, and visible results.
The Chairman remains focused on the mandate entrusted to him by the people and assures residents that ongoing projects and developmental initiatives will continue to receive the attention required to ensure successful completion and maximum benefit to our communities.
