Members of Plateau assembly lauds Isaac Kyalle Kwallu over outstanding performance
Members of the ninth Plateau State House of Assembly on Tuesday described the Executive Chairman of Quanpan Local Government Council,Isaac Kyalle Kwallu as an outstanding performer in the discharge of his duties.
The members took turns to shower encomiums on the Chairman when the House Standing Committee on Local Government And Chieftaincy Affairs led by its Chairman, Ibrahim Baba Hassan visited Quanpan LGA as part of its oversight functions on activities of Local Governments in the state as they approach two years in office come October this year.
Speaking during the visit which had majority of the Principal Officers of the Assembly, Chairman of the Committee who is Member Representing Jos North North,Ibrahim Baba Hassan and his counterpart who is the Deputy Speaker of the Assembly, Saleh Shehu Yipmong in separate remarks described the visit as one of the basic functions of the House which includes supervision on how resources meant for Local Government Administration are well channeled for the good of the people.
They said it behooves on the Assembly to ensure that administration at the State and Local Government levels are on tract so that democracy is felt by the people at the grass roots.
They said as such the committee has come to know what has been done so far in terms of Projects execution now that the LGAs are coming close to two years in office.
They posited that since the LGAs are not entities on their own but sub-sects of the State,the House of Assembly has a duty to carry oversight.
Receiving the Plateau State House of Assembly Standing Committee on Local Government And Chieftaincy Affairs, Executive Chairman of Quanpan Local Government Council,Isaac Kyalle Kwallu described the visit as an "august" one saying when resources meant for the people are released in trust,the leadership owes its people accountability.
Kwallu said the successes of the Divine Mandate Administration are as a result of the unwavering support from the people of Quanpan and the harmonious working relationship between the Executive, Legislative and Traditional Institution in the area.
He then proceeded to present the score card which he said are visibly there to be seen and confirmed in the areas of Welfare, Social Amenities, Youth/Women Empowerment, Security and Infrastructural Development amongst others as thus.
1. Ensuring a secure, peaceful and socially cohesive Quaan-Pan LGA;
2. Creating opportunities, stimulating inclusive growth and entrenching sustainably shared prosperity; and
3. Contributing to integrated, transparent and participatory governance.
We have recorded multi-sectoral achievements as follows:
a. GENERAL ADMINISTRATION AND CHIEFTAINCY AFFAIRS
-Reinvigorated the work force through settlement of various entitlements, the result of which is a highly motivated and more productive workforce;
-Payment of backlogs of past political office holder’s benefits;
-Procurement and installation of ultramodern printers at the ICT Center;
Establishment of ‘Quaan-Pan Innovation Hub’; in partnership with Plateau Information and Communication Technology Development Agency, being the first of its kind by an LGA in Nigeria;
-Carried out extensive Sector Specific Stakeholders Engagement to lobby and facilitate completion and execution of approved Federal and state Government projects as well as sitting of new projects in Quaan-Pan LGA;
-Selection and confirmation of village heads of Fujing (Kwang) and Latok (Doemak);
-Settling of all Contractual Liabilities with Quaan-Pan Local Government, from year 2000 to 2020.
-Near completion of the rehabilitation of the Long Pan Palace
b. WORKS
-Construction of box culvert at kwaggar, Kwang District,
-Completion of rehabilitation work on the legislative chambers;
-Completion of phase I and phase II of secretariat perimeter fencing;
-Procurement of three (3) mowers and routine clearing and cleaning of secretariat compound and surrounding;
-Renovation of the abandoned youth center which now houses the Independent National Electoral Commission (INEC);
-Re-electrification of Shendam-Kurgwi-Kwalla-Doemak-Baap 33Kv low tension line and provision of three (3) substations;
-Restoration of electricity to the secretariat and staff quarters;
-Installation of borehole pump at Jepwan, Kwande and rehabilitation of three (3) boreholes in Doemak;
-Support to construction of Fogol community Clinic, Kwa;
-Supported the completion of drainages at Angwan Kwanka, Kurgwi.
-Ongoing sinking of over… boreholes across the 20 State Wards in Quaan-Pan LGA;
-Near completion of the 1.9 KM Ta'en Junction – Secretariat road, Baap;
c. EDUCATION
-Procurement of 5, 000 books and study aids for primary schools;
-Secured approval for Government Secondary School, Nteng; and
-Facilitated the employment of additional primary School teachers.
-Revamping of the Relevant Technology School and Skills Acquisition Centre Doemak.
d. SOCIAL SERVICES
-Organized the peace and unity Chairman’s cup tournament after 22yrs;
-Supported the successful hosting of the maiden edition of Long Koes (Traditional Wrestling) tournament;
-Support to Noeshe Naleng orphanage in Kwa; and
-Assistance to various indigene persons and groups.
e. HEALTH CARE
-Free treatment of over 800 citizens through medical outreach in Kwa and Namu in partnership with Shendam/Qua’an-Pan/Mikang nursing students Association and Qua’an-Pan Development Initiative respectively;
-Procured and installed Modern Ultra- Sound Machine and ultra-modern X-ray Machine at Cottage Hospital, Kwalla;
-Restoration of constant power supply to Cottage Hospital, Kwalla resulting in the functionality of the mortuary;
-Secured the posting of 2 National Youth Service Corp member medical Doctors and a laboratory scientists to Cottage Hospital, Kwalla and PHC Clinic Lardang.
Rehabilitation of EU prime Ambulance.
-A 6-Day Robust Medical and Surgical Services where over 6,000 people benefited, at Cottage Hospital Kwalla in Qua’an-Pan LGA.
f. SECURITY
-Construction of an armory for Nigerian Security and Civil Defense Corps (NSCDC);
Regular assistance to security agencies;
-Purchase of security vehicles for routine patrol by the security agencies.
-Clearing of bushes/shrubs that serve as criminal hideout along Pandam-Namu road; and
-Establishment of Vigilante Group of Nigeria Special Squad, who are deployed to check points across the LGA, in order to curb insecurity.
g. AGRICULTURE
-Secured partnership with National Seeds Council of Nigeria for supply of improved seeds, training on modern farming techniques and production of agricultural soil map of Qua’an-Pan LGA;
-Worked out modalities to ensure adequate and timely supply and distribution of fertilizer to farmers.
*Over 500 benefitted from Divine Mandate Scholarship Programme from Primary 1 to PhD
* Sponsorship of over 500 Jamb Candidates in 2020 Session
*Reconstruction of Ta'en Junction to Local Government Secretariat Road.
*Completion of LGA Secretariat Fence and Gate
*Purchasing of laptops for Quaanpan sons and Daughters Participating in Code Plateau Training
*Appointment of Young, energetic, creative, astute and vibrant Quaanpan Youths including non indigenes into his administration.
*Establishment of a Model Snake Bite Treatment Center in Baap.
*Awarded the best performing LGC Chairman in Plateau State by the prestigious Plateau Man of the Year Award.
*Donation of an Ultrasound Scanning Machine to OLA Hospital, Namu.
*Procurement and Distribution of improved maize seeds to farmers.
Kwallu's scorecard however drew an overwhelming commendation from other members who took their turns to speak.
Some where Hon Philip Dasun Peter of Pankshin North who said he sincerely admired and applauded the achievements of the Council Chairman for his inclusive style of governance.
Hon Esther Dusu of Jos North West on her part said if as Law Makers they can be having and seeing such report,then the State will go places.
Hon Livinus Kwapfuan who represents Shendam State constituency added his words that when you have somebody like this then all you need do is guide and protect him to achieve more for our people.
