It is an axiom among Legal, Business Management/ Administration Students, and Practitioners, that for effective coverage of any field of operation, the principle of effective delegation must be applied.
It is also an adage that while delegating responsibilities, it must be attached with the needed or adequate authority to enable enforcement.
However, this also follows the saying in Management palace that : “While delegating, the bulk or substance still stops at the point of delegation, which is either the Boss, Chairman, Manager, Governor of President’s table”.
In politics, the achiever of a political party’s goals and objectives are those elected as Leaders of the party, while those elected to achieve the party’s promises made to the citizens in the course of campaigns are the party’s candidates alongside their manifestos.
Liking or hating the winner of a political office by citizens in a Community, Local Government, State or at the Federal level, as the situation in Nigeria, hardly counts, especially, when the occupant of an elected political office is achieving set goals and the well-publicized campaign promises.
It is to be noted that, with the system of Democracy being practiced in Nigeria, those responsible for the achievement of set goals and objectives of a ruling political party’s campaign promises are in the Three Arms of Government, (Executive, Legislative, and Judiciary), at the State and the Federal level, while it is at Two Arms, at the Local Government level (Executive and Legislative Arms). However, not forgetting the role of the Civil Servants on this.
It is therefore commendable when the Governor of Plateau State, Barr. Caleb Mutfwang, while appointing his first set of Commissioners, reproduced the vision of his administration, which is aimed at achieving the set objectives and goals of his party, the Peoples’ Democratic Party (PDP) and his Manifesto to the people of the state.
This he repeated recently, while swearing in some of the new Commissioners who replaced the sacked ones.
He must also be commended as the vision he captured for the people of the state is not on personal achievements, but “A vision to build a Plateau that is Accountable, Progressive and that Reflects the Values of the people, among others”.
Pundits in the state have already began to commend the Governor for listening to the people and respecting the Media on its views concerning the sacked Commissioners and the courage he took to rejig his administration. This calls for emulation by others in his status.
On the other hand, the Executive Chairman of Jos-North Local Government Council (LGC), Barr. John K. Christopher, also need to be commended for applying the principle of “Separation of Power” and also remaining in his own lane and causing more reason(s) for unity of purpose among the two arms in the LGC, despite the daunting challenges before him and the Councilors.
Apart from waiting for the state’s Ministry of Local Government and Chieftaincy Affairs to give him approval to engage “Statutory Appointees”, he has taken steps to adopt Governor Mutfwang’s Administrative Delegation Principles to ease pressure on him an his Executive Members.
He has recently announce aides for himself, his Deputy and the Council’s Secretary.
While the people of Jos-North are waiting for the names of the aides of the Leader of the Legislative Arm to be announced by the Leader of the Legislative Arm himself, REALITY, calls for the commendation of the Chairman, his Deputy and the Secretary of the LGC, for acting swiftly, few days after marking their 100 days in office by delegating needed responsibilities with adequate authority to qualified people, to create room for more efficient and effective work space.
